Yes Venus can be seen during the day if you know were to look, and it's the hardest thing to find in astronomy.

I marked were i was standing and went and setup my telescope, and took this image. Construction workers were installing city sewer pips and one asked me (WHATS UP!). I told him that I was viewing our sister planet Venus. The construction worker turned the back hoe machine off wanted to take a look, he was amazed.
